Comments:
1. A DoD performance system, [Merit Pay] was unsuccessful in the 80's apparently due to poor funding, and perceived unfairness. Only a few of the group received good raises, most received marginal increases. That system was not seen as impartial. 2. Our current local system has goals and objectives to meet, and performance bonuses are included, so a performance management system is already in place. A peer rating system [360 review] supplements the supervisor's rating, and could help with the fairness issue. Also consider a bottom up review of supervisors, to identify management problems. 3. The new NSPS should be intensely re-evaluated by independant management experts, in relation to successful corporate personnel systems which are well received by employees. Such innovative systems have improved companys in various industries, however I did not see in the NSPS site where such review was done.
