Dear Mr. Bunn: I am deeply concerned about the proposed regulations to change work rules for DoD employees, i.e., the National Security Personnel System (NSPS). I believe the proposed rules will demoralize employees and could result in diminishing the agency's mission. Employees will be subject to the personal judgment of their supervisors with regard to work assignments, salaries and pay raises. Under the proposed system, it is possible that excellent workers would not receive pay raises or be offered a competitive salary. The GS system offers federal workers some degree of security and ostensibly works fairly. I urge you to rescind these regulations. We need work rules that preserve fairness for government employees, serve the American people, and enhance agency missions. The NSPS does none of these things. Thank you for considering these comments.
