I understand that under the current pay system, GS employees are guaranteed at least a minimal raise (step increase) every year. I understand that the new system will run such that some employees may get "raises" every year depending on supervisor evaluations. Where will the money for these raises originate? Will there always be enough to give raises or bonuses to everyone who deserves one, or will there only be a certain amount of money allocated? The implications of such a system are that during years where there is little money available, only certain employees will be rewarded for their year long efforts. I am guessing that those employees will be the higher level employees that are more valuable to retain.
