I would like to comment on the following NSPS changes. Classification; I can see where creating one classification would be a great asset for management to move people where they need extra hours on a job, but like any change it will be handled at the managers discretion and it will lead to favortism for a chosen few. Pay and Pay Administration and Performance Management; In your changes for the pay some of the factors include availability of funds, this tells me that even though I do my best I may still not get a raise because there is nothing there for me and also having the premium pay provision changed will cause problems trying to staff off shifts and overtime requirements. Staffing and Employment; With all of the rules and regulations for hiring what would you expect. Figure out how to cut throught the red tape. Workforce Shaping; The changes would throw seniority out of the window, why would someone want to work for a company that has no loyalty to its employee?And why could a company expect any loyalty from thier employee's? Appeals; I think that you should look at the definition of the word. From what I'm reading an appeal isn't going to make a bit of difference. Labor/Management Relations; How can you call it relations? The way it is worded is management has all of the power and we have nothing, what kind of relationship is this? I would like to add a comment on all of the changes that you have implemented already. I don't see what good our comments are, you have already done this without input from the floor. How do you expect your employee's to react to these changes have them shoved down their throats. A lot of employee's are concerned for their jobs and their relationship with their manager for the possibility of advancement and pay raises. I've just started to work for the DOD and I'm not sure if I made the right choice or not. Your changes offer me no security and that is one thing that all employee's need to perform at their best. I'm afraid that at some point in time with all of changes that are being forced on the workers of America there will a revolution.
