I would like to make a few comments/recommendations: - DOD should phase-in any new proposed changes in the NSPS over a 10 year period, to give employees the opportunity, flexibility, and resources to improve and make appropriate personal life changes (i.e., persue educational goals, improve job skills, make career changes, etc.). - DOD may eliminate the annual GS pay incrases, ONLY if the GS within grade increase structure is preserved. Preserving automatic pay increases will benefit the average workers, rewarding them for their positive contributions to the organization. - Change the current GS 10 tier within grade structure to the 5 tier model used by the Federal Wage Rate Authority for blue collar workers. This will reduce administrative costs, improve efficiency, and preserve employee benefits. - Permit organizations to make flexible work assignments, only when employee skills, knowledge, and experiences match the requirements of any new duty assignments. Ignoring this principle will guarantee failure at all levels of an organization, a create a domino effect. Standardizing policy and procedures across the DOD should help in this area. - The work at home program needs reform. Too many workers receive preferential treatment and the functions and mission of an organization are jepordized, and employee morale affected. - Yes, preserve the collective bargaining rights of employees, but also protect the rights of all individuals to work in a free and open workplace. The rights of employees, holding differing opinions and ideas, or political affiliations must not be discriminated against.
