I feel the powers making these decisions need to take a strong look at the impact the new NSPS policy would have on organizational behavior. Not everything is bad about the program and there is nothing wrong with healthy competition. But, to think that a manager won't favor Friends and Family is a huge misjudgement. To think that a line supervisor has the power to manipulate your pay and what your future retirement earnings may be, based on your high three, is very very disturbing and scary. There are good, honest, hardworking people who are dedicated to their jobs and the organization mission, that will suffer and have their moral totally distroyed . Especially when they perceive they are not being treated fairly. There are many ways the government can address the national security issues and achieve their goals of recruiting, retention, and reward without gutting the system
