To suggest that NSPS is necessary to allow management the ability to reward outstanding performers and discipline non-performers is disingenuous. Supervisors within the DoD have always had sufficient tools in place to either penalize or remove employees who fail to perform at an acceptable level. It’s common knowledge, however, that they routinely choose not to exercise any of the available options because it requires some additional effort on their part. In reality, the most egregious example of a non-performer within the Government today is the supervisor who repeatedly fails to take any disciplinary action against a substandard employee. Do not give more power to those who are unwilling to use the power they already have.
