My 1st comment addresses Cost of Living and Locality pay. I would like to know how DOD plans to address the fairness issue of changing the way DOD employees will NOT receive their increases as oppose to other government employees continuing to receive theirs. For instance, someone working for the Dept of Labor or Hud will continue to receive these benefits while DOD employees lose theirs. Losing cost of living and locality pay will affect DOD civilian employees retirement. 2nd comment: DOD claims it wants to retain the Best and Brightest employees, well....if this new system is detrimental to my pay, I will be among the large exodus of DOD employees transfering to non-DOD agencies. I will take my chances and wait until the new personnel system is rolled out... if ever, to the entire government.
