Subpart H appeals Why can't the NSLRB have more than three people on it? Sure two can be appointed by the Secretary and one by the Secretary and OPM, but why not make it a five member board with two people selected by the Secretary from a list submitted by nationally recognized federal employee unions? the Chair of the Board ought to be a rotaing position also, not to exceed two years, so that in every ten years, for four of those years the employee union board members would serve as chair.
