Comments:
1. First I agree that some things about the current system should be changed. But it bothers me that, at the flick of a switch, everything that was historically learned, which created the current Civil Service safeguards, can be tossed out. Since things can change so radically it might motivate employees to get what they can now, because if they plan for something in the future it may not be available, at the flick of a switch. This would seem not to foster the teamwork approach within organizations but one where, I want my stuff now even at the expense of fellow co-workers and the team; because I may lose what I currently have in the future, at the flick of a switch. 2. Also there are no, specific details, in the plan where you can properly evaluate how something is supposed to work. It's the details that will show and convince employees if this system will be fair. 3. A problem in Government is fairness to employees. There are no details to ensure all will be treated objectively and fairly, especially when it comes to salary increases and awards. I read within the proposal that there will be training of the command structure to ensure fairness, but the first thing always to go if there is a shortage funds is training. I also read this morning that the training budget is not a separate item in the new system but buried within the overall budget for everything. I think its important to break that money out and let all know how much or what percentage will be used and continue to be used to train the command structure to evaluate employees objectivity. Additionally I didn’t see any detail how the, employee evaluators, will be held accountable for objectivity and fairness. Thank you for the opportunity to share some of my concerns.
