NSPS is based upon the wrong kind of incentive to try to improve the work performance of the federal civilian workforce. The focus on money as the main incentive to achieve performance objectives only fosters greed and does not address the real values that are the true motivators in improving the performance of workers. It will create an increasingly destructive and competitive environment for workers and will pit workers against one another. If pay determinations are a result of the subjective opinion of the supervisor, performance will actually suffer, as it will create an atmosphere where there will be disgruntled employees, worsen morale, be a destructive influence on cooperation and teamwork. Would an employee’s performance evaluation be affected adversely and be penalized by a reduction in pay if they had to be on leave from work for an extended period of time due to an extended illness, to care for a family member, etc., which is beyond the employee’s control? NSPS will diminish the rights of employees and to deny or limit their rights to redress for decisions made based on considerations other than merit creates an inequitable system. The current system has its inadequacies and improvements are necessary but NSPS is definitely not the answer.
