There is a problem with the current Special Rate pay scale for engineers. There should be a difference in pay between the Engineer and the Engineering Technician. The scale used to have a 3-5ooo dollar spread, but the Engineers pay scale has slipped BELOW that of the technician and if not for locality pay, would remain lower. This is a mess. Consider that the technician can achieve a 12 level with NO professional degree and that the pay for the engineer is identical. There is NO way work experience, as a technician, even under an engineer, will ever replace the training of a college degreed engineer. This problem is rampant in Norfolk Naval Shipyard especially in Code 200. Technician 12’s should be extremely rare but are handed out like candy. Those PD’s even say that the technician is able to perform engineering calculations when in fact they cannot, as they are not trained to that level. The PD is just smoke. If you did a desktop audit you would find this to be very true. The same 12 technician can even make it to the 13 level. AMAZING. This is something that needs fixing before re-classification into the new system. Once these people go in their pay can never be adjusted. The classification is what should be fixed, the engineer resulting in higher pay that the technician. Otherwise, there is no incentive for the engineer to stay. This comment I strue and a real problem I offer up for the new system to fix. Good luck.
