Just as when FERES came about and those individuals participating in CSRS were provided an opportunity to decide which system they wanted to participate in, so should something similar take place in regard to this new system. Individuals in their waning years of employment need to be grandfathered out of this change. The government has saved a number of dollars on me as I have been maxed out in my pay grade for years. Though I may do better financially with this new system, there are so many things wrong with it, i.e. if I wanted to be involuntarily sent to a combat zone, I would do it as a reservist, i.e. I would clear over $3,000 a month, before taxes, than I presently make in my civilian job and that is if I stay CONUS. Protection and money are big issues when someone is looking at retirement in the next four years. So, you think morale will be better when the pay determination will be made based on pay performance? I personally know that personality will have more of a factor in determining pay raises. Managers and employees alike have not been trained to request and deny pay raises--this is certainly a new area with this system and will cause even more morale problems. Overall, I think this system is something that would be more in line with new hires than employees of record--at least this way you know what you are getting from the beginning versus having something forced on you. I certainly will not encourage someone to join civil service with this rules in place.
