I don’t see any reference to an adjustment of annual leave benefits under Subpart C and the sections 9901.301 through 9901.373, but this is certainly a major part of any personnel system and is important to adjust when the NSPS is implemented. Remember, time is just as important to people as money. Since one of the tenets of the NSPS is “equal pay for equal work”, I am hopefully you will also apply this to the annual leave benefit. As a new Federal employee, although I retired from the military with over 26 years of service, it is hard to sit next to other employees in my work center and see them rack up 8 hours of leave a pay period while I only earn 4 hours a pay period. They get this extra leave simple because they have been there longer but not in any way a result of their contributions to the organizational mission. This is certainly not “equal” especially when you consider someone with my experience and work ethic are making far greater contributions then many of the other employees. This is a real morale buster and a good reason to find employment outside the Federal Government. I hope you can rectify this inequity and establish a leave program such as the military where everyone earns leave at the same rate whether private or general. Good luck with the new program and above all try to keep the new system fair.
