Pay Banding Performance Management I do not want to see Civil Service protections on pay, performance management, and employee discipline weakened. Pay and Administration: As a federal employee, I do not support changing the pay structure from the GS levels we now have to the proposed more complicated system. How is the pay band system going to benefit employees? Federal employees will be subject to the whims of management and the pay pool concept will allow favoritism; bad managers (and there are many!) will be able to use the new pay system to reward employees who play the game and to punish employees they don't like. Performance Management: Managers already have power to discipline and fire employees. Why don’t they use it? They need to document these cases but they don’t. I have seen managers “go after” employees they don’t like and I have experienced low performance ratings not based on my performance but on personality differences.
