Subpart C: It is not necessary to abandon the General Schedule to achieve pay for performance. The General Schedule is not the problem -- it is step increases and to a lesser extent, cost of living increases. I strongly recommend that the current General Schedule be the basis used for restructuring the current system to achieve the desired pay for performance effects. General comment: The real problems with the current system are that it is not flexible enough to achieve mission needs. Hiring, firing, reductions in force, and skills mix adjustments are extremely difficult to accomplish as is and drain the service of valuable resources just to perform these housekeeping types of chores. As a senior manager, my biggest needs are in the these areas so I can accomplish my mission better, faster, and cheaper without having to do battle with the bureaucracy when personnel needs shift over time.
