I have been a Federal Employee for over 28 years. I have seen both good and bad supervision, with each and everyone of these supervisors they all had their few select employees who they have taken care of. From my last shop that I worked in you had to be from a certain town or branch of the service to get promoted or to received any type of financila reward. Since that supervisor has retired, more that five of his former pets have reach the rank of supervisor. Most of them don't have enough brains to come in out of the rain, but will all the good performance reports they received from their favorite home town supervisor pushed then right into the supervisor ranks. It is just not fair and it will only get worse with the rules under the new NSPS,
