Subpart C 9901.321 (b) - Says, "for each pay band within a career group, DOD will establish a common rate range that applies in all locations." According to Col. Ronald Light, U.S. Corps of Engineers' District Engineer, at Hill AFB, Utah on March 11, 2005, the specifics of salary information has been deliberately kept secret, especially from labor unions, in order to keep the unions from being able to properly comment on the new system. I do not believe this is an ethical means of establishing a new system. Employees should have a fair opportunity to establish basic system rules such as the pay bands and should know the specifics of the new pay system before being asked to comment on it.
