9901.361--- ---It is not clear what limitations will be placed on the premium/overtime pay or after how many working hours per week when it takes effect. ---Is it the intent of the new pay system to convert the GS scale to a regular salary type pay and exclude premium/overtime pay for hours more than over 40 a week? Such a scenario would have to be reviewed for limiting abuse of "mandatory overtime." ---It is not clear if the proposed system to be used for payment of premium/overtime pay will be an equitable overtime pay based on employee hourly rate, or if it will have a statuatory limit on the hourly overtime rate to be paid. 9901.313 & .361--- ---Will the pay pools have funding built in to cover premiuim/overtime for organizations which demonstarte history use/need, or those in which base mission demonstrates the need to provide extra capability? 9901.373--- ---How will employees in postions that require higher education, technical capability, and/or professional registration be provided an adjustment in pay upon conversion so that their pay is more equitable with the fair market value? 9901.322--- ---How often will review of pay bands be required per statute?
