To whom it may concern: I am a highly motivated employee and always strive to do my best on the job. I've always received decent appraisals and haven't had a whole lot of problems. I do have great concern over the implementation of this new system. We all recognize that the current system we're under has flaws (good ol' boy network). We have never been able to fix our current system and yet we're creating another one with allowances for even more favoritism. What is even worse, is we're attaching our income to it. My biggest concern is with placing the cost of living into this pot. Our health insurance goes up that much in a year. It appears that we'll be creating a workforce that must kiss up for raises etc. We will at some point in our careers (if not already), encounter a manager who doesn't see eye to eye with us. It could be as simple as not attending a long term training course out of state due to family obligations you have at home or just not wanting to travel. The course is only highly recommended, not mandatory, and because you don't attend your supervisor reflects that in your performance as poor performance. Why? Well, you didn't do as he/she said. You weren't the puppet they wanted you to be. I'm all for reprimanding the slackers but ... isn't that a manager's job? Why do we all have to be punished for those who don't perform? The system just allows for the favored employees to obtain bigger raises and those left below get what is left if any. The government is spending dollars on workforce shaping initiatives to recruit younger people. This system sure doesn't flatter that concept. All we're doing in the government today is letting people retire (civilian or military) and bringing them back as a contractor or high grade civilian (if one was previously military). This is nice! Now we have the same regime as before but paying them a second income. I wonder why young people fail to look at the government as a possibility for work!!!??? This is becoming nothing but a Scratch my back and I'll scratch yours type of employment base. Very sad!!!!
