This is an unnecessary action. In the current pay system the civil service has, when a employee is due a step raise increase a notice is sent out to supervisior he/she has the discretion as to whether or not the employee meets the criteria. So here is another example of management trying to pass the buck. Just make management do their jobs and the system will work.
