Subpart C Pay, section 9901.301-9901.373 -- The employees should retain the same annual pay and cost of living adjustments as in the current GS system. (I think that pay adjustments that Congress and the President approves are fair and shouldn't be further adjusted.) The pay for performance could be done by taking money pooled from awards and incorporated into the pay system.
