I have one general comment regarding the -put mission first- intent of the NSPS. In reading the proposed regulation, I feel that there is an underlying intent in the NSPS to be able to force civilian DOD employees to deploy to Iraq, Afganistan, or other hostile areas, against their will and have a method to discipline or fire them if they refuse to deploy to hostile areas. Being a new employee to DOD, no-one ever listed that as a possiblility when I interviewed and was hired into my agency (and I left a good job to come here). Being a Civil Works agency, it never occurred to me that I could be forced to deploy to a hostile environment or face disciplinary action for not wishing to leave my family or risk my life. Therefore, I suggest that a specific section be added to the proposed regulation that "grandfathers" existing employees from displinary action for refusal to deploy to hostile areas. In addition, the NSPS should specifically require that all new employees be expressly informed about possible non-volunteer deployments during their interview process. Thank you for your attention in the matter.
