Although I believe your hearts are in the right place with regard to these changes I feel that nepotism is exactly what will breed from this re-organization. It's only human to want to help people who you care about. Favoritism will dictate who receives the pay increases because most managers aren't in touch with what employees are actually doing. Instead of overhauling the pay system you should be overhauling how business is done in the federal government.
