Page 36, Subpart D, Para 9901.406, Setting and Communuicating performance expectations. Subpara 5(e) states "final decisions regarding performance expectations are within the sole and exclusive discretion of management." There does not appear to be any requirement for the employees to concur with the performance expectations communicated to them by management. How does NSPS propose to protect employees from unrealistic or unattainable expectations if there does not appear to be any appeals, arbitration or adjudication process provided in the basic function of setting performance expectations? Considering that all pay and retention rights eventually depend on how the employee meets the performance expectations, this appears to be a fundamental question of fairness.
