When I first read in email the draft of the NSPS proposals my initial thought was it was just another Urban Legend because it was TOO preposterous to be true. I am a GS-11 Department of the Army civilian with 28 years of service. In that time I have received nothing less than the highest possible performance appraisal and numerous monetary awards based on my performance. I LOVE my job, and am fortunate to have fair and intelligent upper management. I am NOT a Union supporter, believing that the Union has forced the government to retain sub-standard employees that the commercial sector would have long since fired. With that said I believe that the proposed changes as outlined in the NSPS are ill conceived and not in the best interest of the US. To tie these proposed changes to National Security only plays on the fears of the American populace when in fact this proposal has little or nothing to do with National Security. NSPS is a blatant return to cronyism and favoritism; a giant leap back to the Good Ole Boy days.
