Comments:
The current rules for RIF's should not be altered. The current system balances new versus established (career v. career conditional) and vetrans & seniority along with performance. Employees with valuable years of committed service are somewhat protected from an arbitrary rating from an unfair supervisor or one bad year of performance. (We all can have a bad year.) If there is a change it should balance years and past performance, not completely hinge on the last year rating. This is extreamly unfair.
