It is difficult to indicate a specific section which is not included in the proposed regulations, only briefed and that is the undefined Pay-Bands. My comment takes the form of a question. Since this system is supposedly designed to enable DOD to "compete" with the private sector for top-notch performing employees and to have current employees "compete" for pay increases, will the system permit supervisors to "compete" for those current high-producing employees. i.e, if an employee applies for another position within his/her pay band and is offered the position at a pay rate higher than their current rate (but within the pay band), under this system will the employee's current supervisor be permitted to match or better the offer from the other position? After all, if it is a good thing for DOD to compete with the private sector for good employees and it is a good thing for employees to compete for pay increases, it should be a good thing for offices/supervisors to compete for those same employees.
