This system won't work. Find something a little less drastic. Take small steps and develop a system that works. There is a lot of dead weight in the government, unfortunately, much of it is coming from the decision makers. The Theory is good, but the practicality of it is not feasible. Supervisor's cannot be fair and partial under the present system, I don't see at all how giving them carte blanc is going to make it better. Most government supervisor's don't have the experience, education, and/or the ability to properly do their job. Develop a credible system that allows the subordinates to rate their supervisors and make supervisors responsible for not performing in their supervisory roles. In addition, much government money is wasted on unfounded EEO complaints. If it is found that a person is filing a false EEO complaint, they should be held liable. Develop a system that has checks and balances, that is what our government is founded on, why can't it make their employees follow the same rules.
