Subpart F Workforce Shaping - 9901.6012 to 9901.611 I believe the proposed changes by the Defense Department regarding the current layoff/RIF rules, which give balanced credit to performance and the employees' valuable years of committed service, will cause great harm to workforce moral and perhaps make a job in the Civilian technological workforce very undesirable. Employees who have provided dedicated and invaluable service in their field can see themselves removed simply for being placed in the wrong program at the wrong time. Further more, this system could foster an environment where supervisors place their friends into "safe" programs and can therefore unfairly arrange who stays and goes. Eventually, after enough dedicated workers fall victim to this new plan, word will spread and I believe the DOD will have a very difficult time attracting top notch Engineers and Scientists to work for it.
