I find nothing in this overview concerning treatment of personnel who, through no fault of their own, miss significant days of work. What happens to people who are deployed in the Reserve Component or who are on Family and Emergency Leave when it comes to ratings? Based on the criteria listed in the overview these people must be low rated because they were not at work. And yes, if I found out that I was rated lower than an person that was not at work for a significant part of the year I would be greatly upset. The current system makes this an non-issue. The proposed system makes it a tinderbox.
