Those of us who have devoted 20 or more years to Federal Service are the ones who will be most impacted. New employees that the government wants to keep will get all the raises since those of us with 20 or more years invested in government service get little to none of the pot of money available since they know that we have too much time here to try and start over somewhere else. Even if this system is corrected in later years, it will be too late for those of us near retirement to recoup the lost income which will have a major impact on our retirement and quality of life. In addition, no provisions are in place to prevent favortism in the awarding of pay increases or bonuses, and no recourse for appeal if we are denied an increase or bonus. The existing system was created because of rampant favortism and nepotism, and this new system will see a return of these practices within a short period of time. It's ironic that in a country where protection of the worker is given such high regard, that our own government is acting to remove worker protections. Please do not implement this system until regulations exist that protect workers from unfair practices and provide an effective recourse for appeal.
