I have great concerns about using a manager, supervisor to determine a pay increase based on performance. If there is a personality conflict, there seems to be too many ways that a manager can affect the workers pay and job. There are not enough provisions for the actual person being rated to protect themselves from this. This can promote the GOOD OLE BOY network, that for years civil service has been trying to get away from. Not enough information, or understandable information concerning pay tiers, especially if some of your pay has been based on a Locality Rate. What rate will be used to determine for the High 3 when it comes to retirement. What Union will represent each member? How will I be able to successfully transfer to another agency without loss in pay, if that agency is not NSPS.
