Comments:
Under the NSPS it looks as if civilian employees could be arbitraily assigned to war zones with little notice or appeal. The current volunteer system is fair and it works well. There is a difference between military and civilian and those lines should be maintained. Both are important to our country, but respect for the rights of civilian employees to not deploy should be respected.
