Please do not implement the NSPS. The current pay system is not the cause of the issues addressed that NSPS will supposedly correct. Office of Personnel Management's hiring practices and procedures need to be fixed. We all know there is a flaw in the hiring process. The present system allows anyone who can submit a resume using words the scanners recognize to become qualified for a job. Hundreds of people self-nominate and are referred for consideration for job when those most qualified are rejected under this system. As supervisors when asks for certain skills to be advertised in the job announcement we are told the scanner does not recognize that term or word. The new human resources management systems do not support its critical national security mission and is in much more repair than the pay system. The present pay systems rewards employees for performance through performance awards and merit promotions. The step increases help keep the Government competitive with corporate agencies. Your proposed regulations addresses hiring, performance, inflexible rules, disciplinary and appeals procedures this is not a pay issue. Once again it is OPM failure, which is the agency that was involved in this recommendation for pay changes. Under the NSPS how are the following addressed: a. How are managers held accountable for bad decisions? b. How are improperly training and poor managers handled? c. What is in place to guarantee that employees are not treated differently based on personalities by managers? d. How do you have teamwork when employees are forced to compete for their bosses approval and rewards? e. Where is the assurance that mission essential employees will not be treated with preference over mission support employees? f. Where will the money come from to handle the increase of EEO complaints that this regulation will cause? g. How will the government deal with all the current employees that become disgruntled when changes to the pay system is implemented? The Government is continually downsizing with privatization and contracting out of jobs. Why waste money on implementing a regulation that has no bearing on what the real issues are? Government jobs are being phased out. There is no need for the money spent to put this regulation in place when eventually there will only be a small number of Government employees remaining.
