I would like to comment on the fairness of leaving performance based decisions in the hands of the supervisors. As an Engineer in the Louisville District, I do not think that this is possible either because the nature of supervisors as beings is different, the supervisors do not know any better, or there is a grudge between that person and management. Last year an emploee received a lower rating than the rest of the team members on this high profile job - they even received awards. I think this person was the only one on the team not receiving an award even though this person had been recognized for an achievement in his field with a non monetary award. Either the supervisor does not grade high, did not know better(our supervisors get very little training and do most of their time doing actual work), or there was a grudge(this is possible because Engineering management is the most hateful, vindictive and unforgiving management in the District). Whatever, the person should have been treated like the rest of the team.
