I think the concept of this new system is not bad, however, you are being totally unrealistic if you think favoritism will not play a huge part. It has been my experience since entering the government that it operates on "the good ole boy system" and with the new pay bands you will be penalizing some good, hard workers. I am also very concerned about the civilian deployment methodology. Though I will admit I do not fully understand the whole concept, I cannot see it as beneficial to a vast majority of the workforce.
