In regards to Subpart C - Pay and Pay Administration: As a new government employee, the idea of trimming the fat and getting paid for performance seems attractive. However in reality, the money that mangers will be provided to delegate the raises will not be adequate to even support cost of living increases. We have a very strong work force that should be rewarded, however the new system does not protect workers from cutting employee pay based on budget decisions verses performance reasons. The economy is picking up, as well as the demand for engineers. If our basic attractions to our jobs are taken away, you can guarantee the national security will be affected by the loss of many hardworking, dedicated, and honest government employees to the private sector. The government's apparent loyalty to its employees in annual cost of living increases and a guaranteed pay scale outweighs the 20% average pay cut we receive in comparision to the private sector. Please don't force us to relocate; we enjoy serving our country every day.
