If you are going to base pay on performance-a good idea, then consider going along the lines of the military community. In the military, promotion is based on performance reports and knowledge. Civilians can be tested in two areas; one is general civilian knowledge and the second test would be based on specific duties and then you can factor in the supervisor performance reports. That way, promotion is in the hands of both the employee and the supervisor and the employee is challenged each year to brush up on their skills.
