Dept of Navy, Civil Service 30 years, GS-13 Engineer. I do not trust my Management to fairly assess my performance. I do believe they will base their evaluations on historical, pre-conceived perceptions and not on objective evidence. They have become Supervisors due to "not make waves" and "Yes men" behavior vice superior leadership skills and abilities. Many have been selected on an arbitrary basis instead of the Merit Promotion method. Recommend improving the existing Navy PARP system.
