Initial Conversion- Pg 7561 – states that upon implementation of this plan, employees will be placed in the appropriate pay band without loss of pay. It does not however make any provision that there will not be a loss of pay at some future time. The document goes on to discuss several situations where an employee could be moved into a lower pay band or be reduced in pay as result of bad actions on the part of the employee. Unfortunately there does not seem to be any safeguard that good employees will not experience a loss of pay based on an unfavorable market conditions or poor ratings based on the lack of a friendly personal relationship with management. Shouldn’t there be some guarantee that in the absence of unfavorable actions against an employee there will be no reduction in pay. There are many employees who choose government service because the pay and benefits package was superior to what was available in the market.
