It's almost impossible to comment intelligently on the Federal Register information because of the lack of specific information on exactly how the new personnel system will work. I lost count of how many times the phrase - DoD will issue implementing issuances....- was used. As a personnelist and an employee who will be in Spiral 1.1, I would like to have sufficient time to review, understand and comment on these implementing issuances because I know from over 20 years of personnel experience that the devil's in the details. However, I expect that they will be issued as a done deal with little or no opportunity for input from those of us who have to implement these changes.
