5 CFR & Pt 9901 What happens to those at the top of the pay band (i.e., if you are currently a GS-11 and at the top of the pay band, then what happens to an 11 with retain pay or who was RIFd from a higher position? The pay band system is not fair to those at the top of the pay band as they have no room to advance above their pay band. This should be rectified--pay bands should go from GS-1 to GS-15 to allow for this.
