I can’t understand how this new flexible civilian personnel system (NSPS) is to better meet the national security demand. I think this is just an excuse for the government to what ever they please whenever they please. What does this concept have to do with national security? As a federal employee, I see this new system eliminating a lot of government employee’s rights and destroying the federal system all together. When you out live your usefulness you will be downgraded or discarded. I think this is the goal to privatize more government departments and get rid of government workers. This new system would give managers more power to be discriminatory, bias and harass employees openly. Using this system would only allow the “Good ole boy” network to reveal it self and favoritism will be done more openly. With the ability to reduce salary and manipulate the system this system will destroy morale and destroy the teamwork concept, which help build our government and our nation.
