RIN 3206-AK76/0790-AH82-Subpart B-Classification-You are not providing any details about "pay banding." I cannot make any informed comments when you are leaving me in the dark as to your proposal. Subpart C-Pay & Pay Administration-This is going to have a huge affect on my retirement. If I'm not going to receive any more raises, why should I care or keep working for DoD? Subpart D-Performance Management-Management has always been able to reward high performers with a monetary award, time off award, QSI, etc. We don't need NSPS for this! Subpart E-Staffing & Employment-Seniority should always come before performance ratings. DoD wants to forget about all the years of dedicated service that I have performed. Subpart F-Workforce Shaping-I have volunteered and been deployed many times and you are taking this option away from me by forcing new employees to sign emergency essential slips when they hire in. Subpart G-Adverse Actions-My only recourse for disciplinary actions will either be EEO or my Congressman. Subpart H-Appeals-If these proposals are implemented "as is," I will become a second-class citizen because all of my rights will be removed.
