Pg 7570 under management rights the new system will allow to management to determine among other things, tour of duty and assign employees to meet any operational demand. “The Department can take action in any of these areas without advance notice to the union.” In other words management can effectively assign duties and/or work shifts as a way to cause embarrassment or humiliate employees. An employee should be able to expect to be treated fairly and with respect in their place of employment. The need for compliance with employee unions in the past has served to preserve the human dignity.
