I do not support the NSPS and the pay system it imposes on federal workers. Many of us do not report directly to the manager who would be responsible for our yearly review. The manager has no direct knowledge of our job performance. Yearly I might work under four or five supervisors. It would be up to each of those supervisors to tell the manager my performance for the year. There are too many opportunities for one less than stellar review (deserved or not) to overshadow three or four excellent reviews. I would then be less likely to receive any pay increase that year. I urge the DoD to rethink and reevaluate this proposal before it is enacted.
