I am not necessarily opposed to this change, but I feel that I cannot make an informed decision due to how vague the information is. My concerns are: 1) as a federal employee with 20+ years until retirement age, how will this effect my ability to transfer to other agencies who have remained on the GS system? Under the current system, a person needs 1 year in grade to apply for the next grade. So, how will I know which grades I am eligible to apply for after our grades are removed? 2) what are the controls to ensure that the rating is fair and unbiased? 3) what prevents this from being budget driven? If the budget is cut, supervisors may see the new system as a way to save money for other budget needs as no one is expecting an increase as they would be for the within grade increases. 4) If a starting salary can be negotiated, is it possible to negotiate a new salary if chosen for a new position within the organization? Overall, I feel that the current GS system works and is a known system. Perhaps, it could be reconfigured to meet needs without implementing an entirely new system…
