I've worked for DoD for over 30 years, and while I believe the personnel system could use a good over-haul, I don't believe the NSPS is sufficiently defined to be a good replacement. There are too many sections that use the phrase "...DoD will issue implementing issuances that establish...". This doesn't explain anything about the details of how the personnel system will actually work. How can anyone make reasonable comments on a regulation that isn't really defined. There also seems to be insufficient oversight of pay increases and performance ratings. There are still many supervisors that work on the "good old boy" ideals which make them biased against many people. All of NSPS needs to be rethought, refined and detailed before it should even be considered for approval and implementation.
