General: I am concerned that the proposed NSPS will not provide the security for federal workers that they now have and therefore, will not be as competitive in the market place. I understand the concept of 'Mission first' but also realize that also means more sacrifice on the part of the individual, which not all qualified workers are able to give. The current administration claims to have interest in family values, but how can the family be strengthened with more sacrifice of individual benefits? Subpart D Performance Management - 9901.401 to 9901.409: In order to insure fairness and accuracy, DoD employees should be able to appeal any performance rating to an independent grievance and arbitration process like they can do now. Subpart B Classification - 9901.201: You won't have the same quality of workers for jobs if the local rate is applied in poor areas. Subpart B Classification - 9901.221: I am concerned that as a library specialist, my job description will become too generalized and my skills that are very specific, will be wasted. Subpart G Adverse Actions - 9901.701 - 9901.9901.721: It is not fair not to give a formal, set period for an employee to improve performance before management may take an adverse action.
